The 5ᵗʰ Session of the UN Intergovernmental Negotiating Committee on Plastic Pollution (INC‑5) is set to take place in Busan this November. Following the stalemate at INC-4, where governmental interests clashed and an agreement could not be reached, INC-5 presents another critical opportunity. Will this session, held in Busan—a recognized green MICE city—deliver a landmark agreement to shape the planet’s future? The world is closely watching Busan, eagerly awaiting the outcome.
The Importance of INC-5

A significant 80% of the world’s marine waste is estimated to be plastic, with 8 million tons of plastic waste entering the ocean annually, wreaking havoc on aquatic ecosystems. Recognizing the urgency, 33 nations, including France, the Netherlands, and Denmark, issued the “Bridge to Busan: Declaration on Primary Plastic Polymers” in April. The declaration stresses that without the responsible production of primary plastic polymers—key fossil fuel-derived materials used in plastic production—plastic pollution cannot be effectively controlled. With INC-5 set to take place in Busan, governments from around the globe will unite for this pivotal event, taking a crucial step toward safeguarding our shared planet.
Busan’s Contributions as Host of INC-5

Held at BEXCO, INC-5 will take place over seven days from November 25 to December 1 and will be attended by approximately 4,000 officials, including delegates from the 170 member states of the UN General Assembly, UN bodies, and observer groups.
The city of Busan has an array of initiatives planned to support INC-5. The Busan Cinema Center will host a two-day program starting on November 23 in its outdoor square, aimed at raising awareness about the severity of plastic pollution and promoting the transition to a circular economy. On November 26, Exhibition Hall 2 at BEXCO will feature the Circular Economy Forum alongside a campaign to reduce disposable goods and encourage plastic recycling. To commemorate INC-5, a symbolic sculpture titled Whale will be installed in front of BEXCO. Selected through a public competition, the life-sized sperm whale sculpture highlights the devastating impact of environmental destruction. Filled with plastic debris collected from coastal cleanups, it is a powerful visual representation of the plastic pollution crisis. Additionally, at the INC-5 venue, the BTO CVB will operate a booth constructed with sustainable materials. The booth will showcase Busan as a premier MICE destination and engage visitors with eco-friendly actions designed to inspire action for the planet.

At the 2024 Korea MICE Expo, Busan was awarded Gold in the Best ESG category, highlighting its commitment to eco-friendly initiatives. The BTO CVB and the Busan MICE Alliance are driving forces behind ESG-focused efforts in the MICE industry. With Busan’s hosting of INC-5, these initiatives are set to gain new momentum, further cementing the city’s status as a global leader in sustainable and environmentally conscious MICE events.
